The differences between a Q1 child and a Q4 child begin before either of them is born. Volume 8 documents what civic distress does to children at every stage. Infant mortality is 73% higher in Q1 counties. Teen birth rates are 2.67 times higher. 72% of Q1 counties have no Head Start. Q1 counties have 4.25 times fewer school psychologists and 2.7 times more school resource officers. The graduation paradox: Q1 and Q4 counties graduate students at nearly identical rates - 87.83% versus 88.25%. But a Q4 graduate has 17.6% higher economic mobility. Same diploma. Different future. The counter-example: Menominee County Wisconsin, 97.5% graduation rate, 40.8% child poverty, achieved through tribal self-determination of the school district. 9 documented findings. 5 county portraits.
