Howard was born and raised on a large farm in Baltimore County, Maryland, He graduated from Sparks High School, Merecersburg Academy and Dartmouth College. During WWII he served as a Naval officer onboard a Destroyer. After the war he joined the Foreign Service and spent most of his forty year career in the Philippines At the time of his retirment he was the Attache for Veterans Affairs. He received numerous awards and citations for his exceptional servive, including the PHILIPPINE LEGION OF HONOUR, bestowed upon him by the President of the Philippines. After his retirement, he and his wife, Anita, have resided in Oakville, Canada during the summers and in Poinciana, Florida, during the winters
